We're migrating, so we need to switch from the .gitlab-ci.yml file to a
Woodpecker CI pipeline instead.

While doing this, I did update how EditorConfig and CSpell are used just
to match the rest of my projects.

I also question if it's really worth building and publishing a Docker
image instead of installing bats, jq, and make each time. In future I
may consider self-hosting a Debian mirror instead rather than adding
that scaffolding per project.
