I encountered an "issue" where the agent asked me to accept a new SSH
host key for them. We needed an unattended way to do this during setup.

While doing it, to keep the onboarding configs pretty, I added some
aliases to populate software forges.

The packages wasn't installed properly because it had interactive prompts.
Now it doesn't!

We had a flaw with our previous playbooks where it Ansible always
reported changes even when run back-to-back.

Then I realized that it's counter-productive to constantly sync
the .claude.json with the VM because it's not bidrectional. As
soon as one environment or the other uses Claude Code, the two files
would have diverged.

So the config is now to "seed" the config into the VM, not to sync it.

If enabled, it'll sync the config if it doesn't exist, but doesn't
update it if it does.

fix(playbooks): stop downloading installers we don't need ... 2155dbb5b5

Our Ansible playbooks would download the installers for binaries
we already installed. ^-^'

Adds a check to avoid it. So it's installed the first time, but skipped
on subsequent runs.
