chore: rename device_owner to agent_devenv_user and improve home handling ... 9d462a94ad

I learned recently that while ~/ is used to access one's own home directory,
one can also use ~user to access another user's home directory.

For example ~ansible for /home/ansible, ~maid for /home/maid, or ~root for /root.

The way we hardcoded home directories before would've only worked on Linux for
a non-root user using the default location for their home.

Now it would work even if the role was run on macOS, and will work with the
root users default home location too.
